Covered California announced Monday that total enrollment has reached a record-breaking 1.6 million as thousands of consumers sign up for coverage through lower premiums offered by U.S. aid programs. The latest figures show that more than 139,000 people have signed up for health insurance through Covered California since the new law, which provides newer and broader financial assistance, went into effect on April 12. The announcement comes just days after the U.S. Supreme Court rejected the latest challenge to the Patient Protection and Affordable Care Act.
“The Supreme Court has reaffirmed the Affordable Care Act, and with the U.S. aid program providing thousands of Californians with lower premiums, it’s easier to get health insurance and stay covered,” Covered said Peter V. Lee, executive director of California. “The next deadline is approaching, and Californians will be able to enjoy more cost-effective coverage starting July 1 as long as they apply before the end of the month.”
The latest financial aid now provided by the U.S. aid program, which went into effect April 12, is behind the record-breaking enrollment. Since the law went into effect, 139,100 people have registered for insurance, including nearly 63,000 new additions in the past four weeks. Overall, a total of 246,640 people registered for health insurance from the time of public registration to June 16.
Before April 12
The American Rescue Plan provides new, expanded financial assistance to help people access health insurance through affordable care law marketplaces like Covered California. The passage of the law means that many middle-income Californians can now receive more benefits than before because it ensures that each eligible person’s health insurance premium burden cannot exceed 8.5 percent of their total household income. The law also significantly reduces the premium burden on low-income Californians. The latest figures show that nearly 700,000 people can enjoy premium health insurance coverage from well-known brands for as little as $1 a month. While the special enrollment period for Covered California doesn’t end until the end of the year, we encourage consumers to act now to enjoy the benefits of the new law right away.
“The American Rescue Plan has made it cheaper than ever to have health insurance, and more and more Californians can get premium coverage for $1,” Lee said. “The sooner you sign up, the sooner you can start saving money while enjoying protection. We don’t want to see anyone without insurance or giving up the opportunity to save money in vain.”
Californians receiving unemployment benefits can get $1 a month
There are currently 207,000 Covered California consumers under the insurance marketplace’s premium policy called Silver 94. All policies in this metal tier include low premiums, a $5 deductible for visits to a primary care physician, outpatient visits with no deductions, an annual deduction of only $75, and other co-sharing benefits to lower the burden of the premium and expand access to medical care.
Covered California officially launched today, under the new terms established by the newly effective American Rescue Plan (American Rescue Plan), so that hundreds of thousands of people who will receive unemployment insurance benefits in 2021 can also enjoy the same tier of premiums for only $1 per month, quality insurance at an affordable price.
“People receiving unemployment benefits can get great help without income restrictions. Every Californian who needs health insurance has the potential to receive quality services at low prices,” Lee said. “If you don’t have insurance, take a look at your options. As hundreds of thousands of people qualify for a premium policy with a monthly premium of just $1, others will notice that their monthly premium is hundreds of dollars lower on the policy of their choice. Dollar.”
Sheila of Indio County, Calif., lost her job as a college professor during the COVID-19 pandemic, so she signed up for coverage through Covered California. When Sheila consulted with her insurance broker, she found out that she and her daughter were eligible for the Silver 94 policy, and her monthly premiums of $221 would be reduced to $1 by the end of 2021.
“We were so excited, it was unbelievable. My first thought was ‘It’s not me,'” Sheila told Covered California. “We were notified yesterday that I was eligible. It was unbelievable and we were both pleasantly surprised.”
According to the latest data from the Employment Development Department (EDD), 569,000 Californians filed for unemployment insurance benefits in May alone. For now, about 10 percent of people enrolled in Covered California — about 141,000 people — say they are receiving unemployment insurance benefits this year, meaning thousands more may be eligible for the new benefit. Covered California has teamed up with the EDD to notify Unemployment Insurance recipients of the benefits of this new benefit through their accounts.
“This is a great opportunity for the unemployed to get quality insurance at lower prices than we’ve ever seen before,” Lee said. “Whether you or someone you know filed for unemployment benefits this year, now is the perfect time to look at your options and start saving money.”
People applying for coverage through Covered California who qualify for a monthly premium of $1 and currently has a Silver-tier policy will be automatically transferred to a Silver 94 policy for broader coverage. But Covered California still has 58,000 eligible policyholders who currently have non-Silver tier policies, and Covered California is working to help them consider switching to more cost-effective coverage.
